I understand that your interpretation is correct. Spot purchase of gas is what SE actually mentioned in a recent newspaper article as the (likely) source of gas for the Pagbilao power station. Purchasing cheap gas (on the spot market) and supplying lng (at higher prices) from Sengkang to the Indonesian market is a win/win for EWC. In addition, as you point out, I also understand that completion of the lng hub is not required in order to supply gas to the Pagbilao power plant.
