Welcome to business in Indonesia anyone who bought into this project thinking it would be up and running in 2 years or less and they'd be making huge profits was fooling themselves the area and its politics are volatile and subject to sudden change as you are seeing and have seen the ones who will profit from this are the  patient ones who have an eye on the horizon viewing the finalised product, and are not put off by the grieving's of a former company director and his sons and friends if you are put off by that type of person then don't put your money into speculative stocks you'll go broke quicker than an ice seller in the desert.
