I'm not sure I agree with your conclusion here. That Chicago has an ongoing case is clear but also clear is the fact that the company has moved to ensure that this sort of thing could not recur. The crime which occurred was between a corrupt city official and a corrupt Redflex official. Both have now been sacked! The only reason this case continues is because Redlex has some money.
If anything the likelihood of Redflex being involved in a repeat exercise is, if anything, lower.
