Civil complaints like this are usually ambit claims focussing on gaining an out of court settlement. The fact that this arose out of a criminal matter between a Redflex employee and a City employee will obviously have a bearing as will the assessed value of any benefit that this might have accrued to the company and any knowledge it may have had of the impropriety.
Obviously not good news because in the U.S, courts pretty much anything can happen.
