So my takeout is that TNE BoD is trying to do both:
A. steadily increase dividends (basically in line with profit rises); AND
B. get all franking credits paid out to shareholders (i.e. where they do most benefit),
and sometimes objective A gets a little ahead of the ability to make all divs 100% franked (probably due to treatment of R&D).
I like TNE's approach.
