The full amount of the dividend is the property of the shareholder whether he receives the imputation portion as a tax rebate or in cash.
Keating & Hawke set up this system so that shareholders wouldn't bear the cost of tax on profits that the company had already paid.
What Shorten proposes to do is reim pose that double tax which the Hawke govt removed.
