i Would read that with a relaxed view to be honest. The revenue may be recognised from when the trigger point of the agreement is made however it will show as zero if nothing is received. In accounting standards the most notable buddy to this is the recognition of costs from the same inception point. This will aggregate costs and allow them to be potentially written off differently if they are 'project specific'. Nothing unusual in my view
