They are seeking more money, and diluting shareholding. The capital raise should in all theory force the shareprice to decrease by the % as it is diluted (as a minimum). That said it also depends on what the capital is being used for. If it is to for example acquire another business that accretively increases the EPS, then the capital raise may result in a share price rise.

However 9 times out of 10 these things end up with the share price falling as previously described. Good luck to all holders - appears some rocky roads ahead.
