    The SPP might have been oversubscribed, but it wasn't fully subscribed.

    Could be wrong, but i think @readyaimfire is right. The Shortfall Offer is still in play.

    It doesn't make sense for it not to be.
    When would the Shortfall Offer come into play with Patto's underwriting the first $5m?
