24 mths is no hope. Concentrating all effort on one HPAL circuit and using purchased acid if acid plant not complete just under 30 months would be acheviable from now if finance gained in 2nd qtr.
The sx and precip circuits as well as POX clave are not difficult hence quick builds. Also CCD circuits would not be required to be 100% built utilising one or two less CCD's means lower recovery but commissioning could commence and would not affect ramp up much as initial recoveries while plant being completed would be low anyway.
You would be surprised at what a lot of plants start with so as to make stated deadlines for clients or penalties. Its all in the way a contract is written as to interpretation of whwt constitutes production.
