Which is perfectly fine. They can have their say at the appropriate junctures in the process.
@mornington The other side of the coin is that there are usually as many if not more people in support of mining, logging, agriculture etc because of the employment benefits. A lot of working age people in these areas re struggling to get work and a new mine brings welcome economic benefits to the area. But there is no vocal group espousing their perspective.
