I think this announcement needs to be read with the other announcement today. TON needs to withdraw the recent TONOD offer and it is in the process of preparing and releasing a new offer in respect of TONOD. As the TONOD offer was to raise capital of circa. $700k, then any new and equivalent TONOD offer will also be a capital raise, hence the trading halt pending an announcement about a capital raise.
