FPL has determined it to be "material" ... and the document referenced above gives you context for that:
"pending the release of a material announcement to the market in relation to updated Reserves and Resources valuation report"

3. For there to be Reserves (and not contingent resources) then the "gas problem" needs to have been solved (meaning if gas gathering needed then FPL needs to have the commercial capability to deliver on that) ... many examples recently (COE being one of them) where until financing was done, it was a 2C resource.

Be interested to read what has changed to make it material. A large increase in 2C Resource is not interesting.
