Its completely fair for Paterson to come along and scoop up the project. He won the ground fair and square in a ballot.
The old management drop the tenement through incompetence, and not submitting an extension of term application in time. Thus the ground become open and any person can subsequently peg it, its how the WA tenement system works, and prevents ground been held indefinitely.
