Maybe, but WBE did raise some capital last year for acquisitions, they said.
That money might be earmarked for this acquisition. After all, as your articles shows (great find) the adminstration process through which Point Loma is acquiring these assets has been in-train since late last year (i.e. around the time WBE raised that cash).
So, with any luck, WBE already have their share ready to go.
