Mmmm, could be. They'll only have $0.2 mill in the bank at the end of this quarter though, so might also just be raising cash to cover running costs for the remainder of this quarter and the next.
Could be a good time to buy in (after the raise), with expenditure last quarter at $1.92 mill for development and commercialisation of VIN, NET might start to see their efforts result in some revenue in the next couple of quarters
