Not sure about AWE and JV partner building the gas plant. Maybe stick to what you're good at, ie drilling holes. Look at EGO. The gas plant debt was the demise of the mum and dad shareholders.!! Maybe spread the risk and go halves with a credited Gas Plant Operator.
Look at the major players Co-Gen Electricity suppliers, they don't often go it alone, they let a third party build and maintain the plants. I firmly believe the SP is undervalued by some 50% at the moment and the next announcements will lift the price to $1.00 over the next six months.
