Reading more into it, it looks like its just a precaution to advise shareholders that there are proposed draft changes to mining in Tanzania. I think this is nothing new and there has been some proposed speculation for last few years. Hopefully nothing too serious but just googling around shows that the Tanazanian government is after a few miners who have been avoiding tax. Just precaution in my opinion...lets hope no holdups!
