It speaks poorly of:
1. their management of the December CR (clearly they should have raised more - you pull the trigger once and get it done);
2. their expectations on spend and/or ability to secure debt finance;
3. their regard for those who did support them in December.
I've simply deleted this latest offer. I don't want to play in this sandpit.
