The patent attorney I spoke to said firms do not make money from translations. It is managed by third party translators and the costs are passed on to clients.
WIPO translations may make it easier for searching, but there already systems in place for it. For example, JP Patent office has machine based english translations which help when searching their patents.
The London agreement reduced the need for non english translations when dealing with the EPO.
