It can't be a capital raising. They get paid the GDP of several third world countries by the US Navy to get these ships built.
It said capital management options. Unless I'm missing something that's what to do with money in the bank. Buy something, announce a special dividend or my personal favourite, buying some of theior own shares back. But that does not fit with the trading.
