My guess is that there has been some heavy lobbying by an Aboriginal group behind the scenes. They are very wealthy from BHP royalties.

My father worked on Groote Island for BHP when it is was being setup many years ago. When they had to build an access road the aboriginals said there was "song lines". So they gave the aboriginals pink ribbons to put on the trees where there was "song lines". When they came back it was going to be messed up zig-zag. So at night the BHP workers moved the pink ribbons into a straight line and built the access road this way.

This is the access road that still exists today in a straight line and good with "song lines"
