any cap raise will change the market cap unless( and they usually do) the shares go down accordingly. Issue too cheap and the current holders lose and the new holders gain, so best to only have a small discount. If the announcemnet is good news, cap goes up as well. if its a rights issue at a discount, holders who don't take up the rights lose out a bit.
