I notice there is a new head to the DENR in the Phillipines Eleazor Quinto replaced Lito Atienza on 4/1/2010.
From memory Atienza was made head of the DENR in July 2007 just as Pelican formally submitted it's MPSA.
Perhaps he may view the PEL'S MPSA more favourably than Lito.....wishin' and hopin'???
