That was back when Alan Hoffman and Co were directors.
I have a suspicion that one reason for all the disputes related in part to faulty communication or understanding of when FDA approval would commence or be granted.

There were obviously other factors too, but finding out that FDA approval hadn't even commenced when you were announcing it would be received could lead to real antagonism I would have thought.

I agree that this is an example of the poor performance of the previous directors - it is good that we now have an opportunity to vote off the remaining directors of that era, Dr Phil via Resolution 2

This will save on all the shares and options being gifted to him as well.

Yep, AFAIK the AGM give shareholders a chance to nominate and vote for the directors they want. If you want to go for it.

One thing that seems unusual is the time taken to get the announcement out. Is it because it needs to be approved by CZM, or is there more to it?
