    PNG government saying refugees are Australia's problem. Minister Dutton saying it is PNG's problem.
    There is no way BRS board could come to a view that things will be business as usual in the immigration contract within the next 24 hours. Apparently, the board is getting their information from news reports from PNG! Same as we do.
