this is what they play on, the "hope" that the results would be favourable.
From a current shareholder point of view, raising money now if results are in is ofcourse criminal and illegal, however by raising now, it does allow the broker to talk up current well and potential. Good old sell the sizzle , not the sausage.
If results are out that would legally have to disclose them.
