Esh, the point is that a voting interest of 44.4% is vastly different to an interest of 60.5%, because 60.5% is greater than 50% which means control. Yes he declared 44.4%, and has for many years. What is a problem is that we the market don't know he may actually have a number greater than 50%.

Do you remember a few years ago we had a few back-and-forths over the shady nature of TBR, and I pretty much said "yeah I'm gonna sell out half my stake after my one year cap gains timer expires and free carry from there, because whilst I think it's a great company that has made fantastic, stellar returns I still think management are shady af" and you went "yup that's cool good luck to you" and I said "I hope 10 years from now I live to regret selling half when TBR is $50/share but it's still a bit too shady for me"..? Well that's where we are, shadiness and all.
