I see it as two jobs really - both requiring a different kind of person, one being administrative the other development orientated.
They do exist but they aren't common and, if you want someone to do the lot, I'd prefer experience over the uni degree.
On the admin side they just need someone who is thorough, has a few brains, common sense and can handle detail - I'll be howled down as sexist but so be it - women who have had kids and are returning to the workforce are dynamic at these tasks.
The other position, in my opinion, requires someone with loads of experience - not the 1 or 2 years mentioned. This could even be a person that's been around the traps at a high level and is looking at less hours in something more targeted - any gender by the way.
My thoughts - take them for what they're worth.
