Forget about TiVan - it hasn't been done in a commercial operation and only a fool would believe that the costs are lower than conventional salt roast. Acid is not free.
Aside from the MOUs with Sumitomo, Woojin who would have the expertise in house to assess TNG/SMS/METS/CSIRO TIVAN claims, the $50M commitment from Downer was important.
Two main reasons would be that 2nd hand accommodation villages are worth a fraction of their new cost. In fact I know of one which was suitable for 300 which one of my former employers was willing to give away provided it was demobilized by the new owner.
More importantly though is that Downer has the in house expertise via their ownership of Mineral Technologies. I'd expect Downer to have undertaken due diligence including engaging MT, to determine the feasibility of the claims being made about the TIVAN process before announcing to the market a commitment of this level with a minnow like TNG.
