If they have no fuel it wouldn't take more than a week before the good citizens of that city would contemplate eating each other. Perhaps even remembering the where the green things live who caused it all. By the way, Australia has only 46 days of liquid hydrocarbons available at todays steady import supply, It doesn't take too much intelligence to realise what would happen if just a few of the supply tankers never made it to our sensitive ecological shores.
