    its not a final GSA but at least its not f... off.

    still mildy disappointing they are sticking to 10MW, like really at least go for 20MW. i think they are just a little too smart for there own short term good. if we have to go through another RFP for the next stage expansion then we may as well sell any profits and run, come back in 3 years
