They never stated their output expectations for the install in any previous announcements so they could probably report whatever they liked as meeting expectations.
From my crude maths, (the lower estimate of panel performance avg) 10watt per panel multipled by from what I see 34 panels, multiplied by lets say 10 hours of daylight = 3.4kWh / day
My crude maths is not that far above the 2.5 - 3.14kWh / day in the anno, so it seems during testing it is working okay?
