Looking at the graph there is always supply coming on in fits and starts but the underlying trend is still downwards. That's why I included a long term chart to show this phenomenon. I don't know the details of all the world's suppliers and their delivery schedules, had a quick look with no luck, but I'll have to see what I can find later. Others may have more info.
