Simply put, the winning party doesn't automatically have a costs order made against it. "Simply put POH had a claim against MYLAN but the main reason POH failed in it's claims was not taking the "invention" any further in developing / marketing it and hence did not "loose anything"in other words POH F%#&%d up in it's claims strategy...IMHO I think there may be no cost order made against POH as the ArbiTRATOR won't give MYLAN a free run...
