Actually, if the software development is complete, why are they diluting themselves by raising money? What will the money be used for? Why would you do this if you had the software and top sales people already on board?
Look at Spookfish. They have an expert that is known for developing the tech behind NEA but with a new idea. Yet it has taken two years, so far, and they still do not have a product to sell. But everybody, including myself, generally accept that what comes out at the end will be earth shattering. We do so because there are runs on the board.
