Positive announcement, gives direction, future announces likely to be made and shows that the company is moving ahead and that this project regardless of usual protocol is going to become a reality. period!
But as all do, this project must make the required stages to become reality. This takes time.

From here on with the mine development cycle it is really irrelevant what price you can get shares as anything under probably 4.0c is a steal compared at what they will be worth later when starting to mine or even when the construction phase begins.
