Has anybody got information on the possibility of a joint...

Has anybody got information on the possibility of a joint government rail venture,  which was muted a few months ago, as
being on the back burner ?  but now with more opening up of the belt and notice of big upgrades in mine capacity.....and
not just the single T3 .....along with Cupric Canyon......surely the justification has occured for a line running alongside the 
existing highway......down to Walvis Bay to be started......especially as I beleave the planning and costs have allready been
attributed .          Please advise as this is indeed more revelant now than before ?     Regards.
