Biscuit, I am sure the main focus of the RC will be on the "direct causes" of mistreatment which are already well known...being underpaid, over-worked staff required to attend more "beds" than desirable because the economics of the system have forced it that way. This, plus under-training of a work force drawn from the lower ranks, when combined with a tsunami of demand make for a perfect storm.

The government must surely expect to get their collective bottoms belted at the RC and if it happens to be boofhead Bill Shorten in the lodge, lay into him and don't spare the rod. I think also the 'Not for profits' will be exposed.

AOG I think/hope will skate around this. I also don't think the DMF system will be slated that badly...of itself, it is not a principal cause of the mistreatment.

My reason for saying previously that DMF is not the business model of today is because of the success of the over 50's landlease concept and various rental options as offered by INA and a couple of others.
