Reducing the tonnage will not guarantee approval. Best to go with the BAPE and get a final unequivocal decision.
It appears the environmental lobby has the Gov scared and only a BAPE approval would allow them to approve the mine while leaving the opposition without a case to prosecute.
It is SYA's only credible option unless they walk away. And being they have spent money and established that the resource is there and mining it, if approved, is profitable they're probably reluctant to let it go now.
