Well you got me thinking whatsup so I went back and had a look at the video. Here's a quick transcript of what he says.

Around the 4 min mark he states - 'Spain, we've got a work program there over the summer, we've actively rejuvenated that project, we're well engaged with the local communities, the region and in Madrid so I'm pleased with the way that's going'.

And around the 6 minute mark when asked what should we be looking out for regarding milestones to make sure they're continuing to make the progress they had initially said they would be - 'I think we'll be able to give the market a good update on Spain and the summer work program, that we've had various groups in the field and we can bring those data in, process that and ultimately look to a new CPR there...and then we can start attributing some value to that'.

Coupled with the shot from Tarba (that I posted above) stating they have carried out environmental and geological work and await authorization for the MT study which will follow, I believe they are talking about things that have already happened and the current hold up falls on the shoulders of the Ministry of Ecological Transition.
