By that logic all the opium poppy farmers in Australia with licences that sell to big pharma must be organised crime??
It's highly illegal to cultivate Tabacco with out a licence too, but thousands of tons are grown every year by farmers with the proper paper work, are they crims to??
Controlled and regulated is different to illegal mate, sure they is always going to be a black market, but that does not mean the legal side of things isn't huge.
