Yes he did lead everyone to believe the PFS was going to be released to the market. Whether he went beyond his JV authority in doing so we will never know. But the whole fiasco surrounding that elusive document has the smell of amateur hour about it.
One should always stick to what your good at & leave everything else to other professionals.
