Yes the state carry component on exploration would seem to be counter productive to the governments Black Economic Empowerment objectives and energy security objectives if all it does is discourage exploration.
On a positive more there has been a number of references from the industry and the govt about the urgent need to finalise the MPRDA.
I think one the NCOP finishes its review it will go straight to a vote.
