From the sparse feedback there, it seemed that the Thunderbird project will proceed in some guise, therefore, and assuming that is correct, my preferred thought process dictates that the above announcement is more in releasing some value in other areas as some insulation against, or guarantee of better a better outcome in the event of TO activity.
Maybe it is a bit of an 'each-way' bet, but from the recent trading, one could easily favour the "TO Protection" rationale!
