You have to use your brain. Large holders don't sell EVERYTHING. If they hold 10m shares and sell just 300,000 shares to hold price down to avoid dilution from SPP. But at the same time, they could be buying up their own shares to make this SPP fail or at least reduce participation rate to 40%.
