The better question is how much at fault are management for not following him up? Was it their lack of communication that led to him realising an opportunity existed to get a bigger slice?
If management truly believed Pak wouldn't come through why evaluate his offer for 19 days? Further to this it would only take 1 week for Pak to deposit $2m to show his commitment, far less than the 19 days.
