Why delay? On that basis, they wouldn’t ever spend any $$$ since Tlou are miles ahead of SXA on all exploration fronts. SXA were not invited to the 100Mw RFP - Tlou and a local party were the 2 ‘invited’ parties. So if SXA want to play in this pond, they are going to have to spend $$$ and catch up.
