I stand to be corrected and it sounds obvious and simple, but surely the opening price will be the price that buyer and seller agree upon at that time.
There is surely no way in the company's current situation that anyone would sell for 4c/share. The four cent deal was to save the company and turn it around which seems to have happened. If anyone was happy selling at that price right now I'd be happy to deal with them!
