    I've read through the SPP document a few times and I can't quite work it out. There's certainly no mention of a maximum SPP amount anywhere, so it would appear there's no scale back. You would be crazy not to apply for the full 15k clearly, but I guess some won't have that capital available and some investors simply don't participate in corporate actions.
